Netsmart Technologies Signs Agreements with Three Counties to Provide Behavioral, Public and Environmental Health Technology Solutions

Agreements Reinforce Netsmartâ??s Experience Meeting the Needs of County Health and Human Services Organizations

Great River, New York (February 09, 2006) –

Netsmart Technologies, Inc. (NASDAQ SC: NTST), a leading provider of enterprise-wide software for health and human services organizations, today announced that it has been awarded three contracts totaling $734,500 for software and services for county behavioral, public and environmental healthcare organizations. Netsmart signed new agreements with Anoka County (Minn.) and Montgomery County (Md.), each of which is for a one-year period and extended its agreement with Clark County (Wash.) for an additional seven month period.

Netsmart will provide consulting services and software in a phased approach to Anoka County, Minn., Community Health and Environmental Services that are designed to help the department use technology to simplify data collection, improve services to clients, and measure and link outcomes to care processes and business requirements for both public health and environmental services.

Montgomery County, Md. selected Netsmart’s Avatar software suite for its automated billing functionality capable of billing all payers, for services provided to its clients. The county required a solution that met the specifications as defined by the Health Insurance Portability and Accountability Act of 1996 (HIPAA), and that provided software interfaces with DHHS-owned and maintained software applications. Netsmart will also deliver, install, integrate, test, and train Montgomery County staff and provide maintenance support for the Avatar solution.

Clark County, Wash., and Netsmart have modified a contract signed in 2003 to incorporate an additional seven months of professional services and project management resources. Clark County utilizes Netsmart’s Avatar software suite to provide six regional support networks (RSNs) with operational, financial and electronic health record capabilities. Clark County is one of six RSNs and 30 agencies that comprise the Washington State Consortium, which utilizes Netsmart solutions.

Netsmart furnishes behavioral health, public health and substance abuse-related software and services to more than 70 counties nationwide. In November 2005, Netsmart announced a three-year $4,847,250 software and services contract with the Hennepin County, Minn. Human Services and Public Health Department. That agreement expanded upon Netsmart’s existing relationship with Hennepin County, and included licensed software, on-site product support, project management resources, and development of interfaces to support new initiatives.
