Netsmart Technologies Signs Agreements with DuPage County and Monroe County Health Departments

Company Adds Recently-Acquired QS Technologies Products to Existing Offerings to Offer Netsmart Public Health, the Industries Most Comprehensive Solution Set

Great River, NY (November 06, 2006) –

Netsmart Technologies, Inc. (NASDAQ SC: NTST), a leading provider of enterprise-wide software for health and human services organizations, today announced that it has signed contracts totaling nearly $1 million to provide public
health related software solutions to the DuPage County Health Dept. in Wheaton, Ill. and the Monroe County Public Health Dept. in Monroe, Mich. The contracts are expected to be performed over a 12-month period.

The announcement was made at the 134th Annual Meeting and Exposition of the American Public Health Association in Boston.

With the acquisition of QS Technologies in August 2006, Netsmart broadened its public health offerings to serve the operational and clinical needs of all sizes of agencies from local health departments to state systems. More than 130 departments and 10 states use Netsmart’s public health and vital records software. The Netsmart Public Health solution set now includes Avatar Public Health (PH) for integrated public and behavioral health, Insight for standalone public health agencies, Netsmart Vital Records for vital records management, and Netsmart Deduplication Services for data deduplication.

After evaluating a variety of software solutions, the DuPage County, Ill. Health Dept. has chosen to move to Avatar PH and Avatar Practice Management (PM) to manage its public health and behavioral health clinical and operational processes. DuPage will use the Avatar platform as a single source solution for client tracking, scheduling, assessment, progress notes, treatment planning and reporting, with the Netsmart software designed to support Dupage’s integration and data exchange requirements.

The DuPage County Health Dept. contract also includes professional services for project management, installation, consulting services, data conversion and training. In addition, DuPage County will utilize Netsmart’s Avatar Mobile solution with electronic signature capabilities and HL-7 interface for remote case management.

The Monroe County, Mich. Public Health Department, a long-time CMHC/MIS customer, will move to Netsmart’s Insight public health software for patient registration, scheduling, patient account management and electronic billing. In addition, the department will use Insight to manage processes for a variety of public health programs, including family planning, immunizations, tuberculosis, and STD/HIV.

“We are pleased these two county public health departments have selected Netsmart to meet their clinical and operational requirements,” said James Gargiulo, executive vice president, Clients and Solutions, Netsmart Technologies. “They are excellent examples of organizations that evaluated their options and made the decision to stay with the growing Netsmart community, with its broad range of solutions for a comprehensive range of public and behavioral health software needs.”
